The Service shall liaise with communities through community policing initiatives, in order to achieve the objects, set out in Article 244(e) of the Constitution, through
• establishing and maintaining partnerships between the community and the Service;
• promoting communication between the Service and the community;
• promoting co-operation between the Service and the community in fulfilling the needs of the community regarding policing;
• improving the rendering of police services to the community at national, county and local levels;
• improving transparency in the Service and accountability of the Service to the community; and
• promoting policing problem identification and policing problem-solving by the Service and the community.
a. Sport and KPS Calendar Events (Management of sport and sport facilities, PS calendar Events)
• Development and implement a comprehensive sport program

d. Ensure all books of accounts and monthly bank statements for entities under the Directorate that generate income are inspected and quarterly audit reports are generated
e. Undertake any other tasks/Functions as may be assigned by DIG KPS from time to time.
The Director of Inspections shall be responsible for:
• conducting annual inspection;
• analysis of inspection reports from regional police officers, formation commanders and county police commanders;
• preparation of annual inspection reports;
• conducting snap inspections of stations;
• give lectures to police training institutions, on matters pertaining to inspection; and
• submitting inspection reports to the Deputy Inspector-General for the Kenya Police Service for implementation.
The Director of Planning shall be responsible for:
• co-ordination and preparation of policies, plans and works for entire Police Service;
• initiating implementation of police development strategies and projects;
• monitoring and evaluating of police projects;
• compiling annual reports on projects;
• facilitating the establishment and gazettment of police divisions, stations, posts, units and registration of police plots and buildings
• coordinating planning, development and policy analysis; and
• reviewing, monitoring and evaluating the infrastructural projects monitoring and evaluating progress of police plans on rehabilitation and development of new constructions.
• Provides legal advice to Deputy Inspector General, Directorates and Service commanders on policy issues related to the interpretation and application of law, regulations and other administrative orders taking into account past practice and jurisprudence.
• Oversees collection and evaluation of information that drive policy and legislative changes in tandem with emerging trends
• Manages the Service’s legal affairs, compliance and administration.
• Services internal and external committees, taskforces and technical groups on matters related to administration, legal and policy development, review and coordination.
• Reviews the organization’s investigation and administrative reports, and coordinates actions related to staff due process and disciplinary matters.
• Examines and provides technical legal and human resource input on human resource matters, including decision review requests and appeals submitted to the Headquarters.
• Review policy decisions, monitor their implementation and analyses their legal implications.
• Prepares or assists in preparation of, and negotiates or assists in the negotiation and review of agreements, contracts and memorandum of understandings with government and non-government institutions.
• Undertakes prosecution of cases before courts in conjunction with state counsels and administrative proceedings.
• Oversees adherence of the Service to legislative policies and procedures, including discipline management, promoting understanding and support for ethical policing.
• Assesses the adequacies of policies, regulations and standing orders governing staff conduct, identifies issues that require change, proposes modifications and assists in drafting related policy papers, reports and opinions, taking into account best practice of the organization.
• Assists in overseeing enforcement and compliance to legislation and administrative procedures; through discipline management, promoting legislative awareness and support for ethical and lawful policing initiatives.
• Initiating and undertaking research on emerging legal issues and preparing legal opinions and briefs.
• Conduct legal training and sensitization of officers on any laws affecting the Service and on human rights requirements.
• Liaises with the Attorney General and the Director of Public Prosecutions on matters concerning the Service, assists the Director in and/or prepares evidence briefs, legal instructions and represents the Service in matters of great significance to the Service.
• Manages the Directorate’s assets and oversees implementation of departmental styles to achieve Service goals.
The Directorate of Quality Assurance was re-established towards the end of 2016 after it had been abolished in conformity with the promulgation of the 2010 Kenya Constitution under the name DIRECTORATE OF COMPLAINTS based at Police Headquarters.
The aim was to deal all complaints raised by members of the Public against Police and Internal Complaints where officers feel aggrieved by fellow officers. During the transformative agenda of transiting from Kenya Police Force to Kenya Police Service in regards to total quality management style of our service delivery, the name changed from “DIRECTOR COMPLAINTS” to “DIRECTOR QUALITY ASSURANCE”.
This was done with the desired maintenance of high level of service to the citizens as a people – Cetric institution.
• Receiving and investigating complaints and externally against the inaction of Police Officers.
• Promoting high- quality standards of discipline and good service delivery
• Keeping records of the facts of any complaint made to it to any investigations conducted by it.
• Liaising with IAU to ensure that all complaints received are properly investigated to the satisfaction of the complainants.
• Acting as a linkage between the DIG KPS and various Units and formation as far as complainant management is concerned
• Submitting quarterly returns to the IAU on cases handled by the directorate for onward transmission to the IG.
• Recommending disciplinary action against errant officers to the office of the Deputy Inspector General Kenya Police Service
• Ensuring conformity of duty performance and good conduct by officers of the service
The Directorate of Gender and Child Protection (DGCP) is a specialized directorate within the Kenya Police Service mandated to coordinate, guide, and strengthen police responses to gender-based violence and violence against children.
The Directorate was established in September 2025 pursuant to the Constitution of Kenya (2010) and the mandate of the National Police Service under Article 244, which obligates the Service to uphold human rights, professionalism, accountability and responsive policing.
The Directorate operates nationally and provides strategic leadership, policy guidance and coordination to all gender and child protection structures within the Kenya Police Service.

There is established a Police Chaplaincy Service within the National Police Service pursuant to Article 32 of the Constitution of Kenya, 2010.
Police chaplains shall be deployed at the service headquarters, county or formations, sub-county, station and wherever officers of the Service are deployed.
The Chaplaincy objectives in the National Police Service shall include –
• to provide stress management to officers and their families;
• to provide spiritual nourishment to officers and their families;
• to promote moral values and inculcate integrity in the lives of officers and their families;
• to provide spiritual guidance and counseling to officers and their families;
• to accompany and provide social, psychological and spiritual support to officers on active operations;
• to provide psychological debriefing after operations;
• to provide critical incident stress management.
The COUNSELLING is to effectively address psycho-social challenges, emerging trends and to mitigate the burden of psychological disorders by providing counselling services to the all members of the Service and their families.
• Prevent, identify and manage stress and trauma at the workplace
• Align and integrate counselling services within the Service to the national and global health agendas;
• Promote, advocate, respect and observe the rights of persons with psychological disorders in accordance with the Constitution of Kenya, and with the national and international laws.
• Facilitate formulation of strategies for promotion of mental health, prevention of mental disorders and substance abuse disorders.
• Provide a framework for allocation of adequate human, physical and financial resources for effective provision of counselling services at the workplace. This policy inherently takes cognizance of the Constitution of Kenya, the local legislation and several international instruments which advocate for the wellbeing of the employees at the workplace.
• To effectively prepare for and respond to emergencies and disasters in order to save lives, protect property,
• safeguard the environment and restore normalcy at the earliest possible opportunity
• Overall leadership, command and control of DRM efforts,
• capacity building, research and emergency response, among others
• Co-ordinate identification, vetting and recruitment of suitable NPRs
• Follow-up on implementation of policies and directions in relation to the National Police Reserve
• Budgeting, planning and provision of support to Reserve Police Officers in the field
• Coordinate training of National Police Reservists across the Republic
• Managing Reserve Police officers personnel matters in regard to recruitment, appointments, discipline, welfare and personal files

The Directorate is comprised of the following Sections: -
a) Integrated Payroll and Personnel Database (IPPD)
• Capture and amendments of Staff Bio data.
• Processing of the monthly payroll in the Integrated Personnel Payroll Data Base (IPPD).
• Implementation other financial obligations and statutory deductions.
b) Training
The Directorate carry out training projections and Training Needs Assessment (TNA) and process training requests for officers in Training Committee meetings. This involves approvals of sponsorship and reimbursement of claims for self-sponsored officers
c) Promotion
All changes arising out of promotion from the National Police Service Commission(NPSC), (NPS) National Police Service and other authorized agencies are effected in the IPPD system. Before any promotion is implemented salary progression for the affected officers is computed based on relevant salary reviews to determine the next entry point. Letters conveying the new promotions are issued in this section.
d) Complement Control
Deals with staff establishment, capturing new employees records in Government Human Resource Information System (GHRIS) for transmission to the Directorate of Public Service Management (DPSM) for generation of personal numbers. It is also involved in budgeting in liaison with IPPD section.
e) Performance Management
In Liaison with the Central Planning and Projects Monitoring Unit (CPPMU) it coordinates the annual performance contracting activities for the KPS and Staff Performance Appraisal System. Undertake and submit appraisal reports and evaluation of Staff Performance at the end of review year.
f) Records Management
The custody of Records is domiciled in each service which has HR and Records Officers.
g) Pensions Management
All exits including retirement, resignation dismissal, death from all the services etc. are processed in the Pension Section. This involves issuance of retirement notice, pre-retirement training, processing of retirement claims and submission to Pensions Department in the National Treasury.
h) Claims Management
The Directorate has a section which process staff claims and other related welfare issues through the CIC medical insurance scheme and Britam Insurance last expense, Group-life and WIBA. Each Service prepares and submits their claims to the respective Insurer.
